In the 11th picture, is that one priest wearing his chasuble over his cassock, rather than over the alb and stole? If so, what is the meaning of that?

The Priest is wearing a Rochet and not an Alb, (poor dressing for Rome !!) that is why it looks as though he has the Chasuble over his habit
The chap in question in the 11th picture is a cardinal priest, wearing the vestment of his order; you can tell by the cassock of watered silk.
