		<description>Yes, Godfrey became a cardinal after succeeding Griffin as AB of Westminster, but was not a cardinal at the time that photo was taken.  Cardinals had gold tassels even in cardinatial mourning colours and no pom-pom on the biretta.  Cardinals had two birettas, silk and wool, but the silk birettas were always moire and not ordinary silk as in the photo.  The gold tassels were abolished circa 1967 and tassels altogether in 69.</description>

This is only worn by cardinals and papal legates so it is likely the future-cardinal archbishop fo Westminister, Archbishop Godfrey, who was then apostolic delegate to Great Britain.</description>
